It is clear that the existing prison accommodation is inadequate. Mr. Price's plans for the enlargement of the existing jail are under consideration, but they scarcely meet the requirements of the Colony, which are open to objection on grounds which he has himself indicated in para. 16 of his letter to the Colonial Secretary, viz: that the space available for airing yards is already small and will be still further diminished. Such diminution of the Prison yards together with the crowding of fresh buildings on the present site would be highly detrimental both to the disciplinary and the sanitary conditions of the prison, and it will be necessary to abandon this proposal.
3. It has been suggested as a mode of meeting the difficulty that Mr. Price's scheme should be modified and a second prison should be built outside the town, but as at present advised & considered it is wholly out of the question to establish another prison.
